Tanzania Private Sector Foundation (TPSF) has been designated as the implementing agency for a Matching Grants Programme which is funded by the Government of Tanzania with support from the World Bank. The programme comprises two separate sub-projects.

  • TBDS-Tanzania Bussiness Development Scheme
  • TIAS-Technical Innovation and Applied Research Scheme

Both programmes are being implemented through TPSF with the support of a dedicated team of international and local expertise. Both components of the programme are overseen by dedicated Supervisory Committees comprising private and public sector interests.

The TPSF - Matching Grants Programme is made up of two separate sub-projects

The Tanzania Business Development Scheme – TBDS & the Technical Innovation and Applied Research Scheme - TIAS. Both projects run from mid 2008 to April 2011.

The Tanzania Business Development Scheme – TBDS

The Tanzania Business Development Scheme is designed to assist enterprises in Tanzania to grow their businesses in a planned manner. The programme will reimburse 50% of the cost of implementing an approved business plan.

Technical Innovation and Applied Research Scheme - TIAS

TIAS supports technical training courses with NACTE registered institutes. Fourteen feasibility studies have been funded. TIAS funds (US$10M) have been fully allocated to approved programmes in nine institutes

The matching grant mechanism is a proven technique in stimulating change:

Financial support reduces the perceived risk of investing in business development, thereby encouraging firms to embark on growth initiatives. The commitment by the firm is significant by virtue of their full up-front contribution to the cost.

TBDS Achieves significant Benchmarks

Having started operations in mid-2008, the TPSF Matching Grants Programme has now (July 2010) approved over 570 grants and has has exceeded US$ 3.6 million allocated to these firms.

TBDS is designed to assist enterprises in Tanzania to grow their businesses in a planned manner.
The objective is to help improve productivity growth by providing assistance to modernise management systems, improve production techniques, improve marketing skills, and increase investment in skills and technology.  This is designed to enable private enterprises to either export or sell in an increasingly open domestic market.

TIAS is aimed at developing the marketplace for paid-for services provided by technical institutions& vocational schools. The main service considered in this scheme is training courses primarily technical, sold to either individuals or private firms.
The purpose of the scheme is to address identified skills gaps in the market place by the provision of appropriate and up-to-date technical training in those identified areas.
Grants will be provided according to strict conditions, aimed at ensuring that only truly viable investments are funded, which will lead to real economic benefits, primarily higher productivity in private firms.
